CLARITY Act Odds at 30%: COIN Gains 0.93% This Week, MSTR 2.85%
The CLARITY Act's 2026 passage odds rose to 30%.
Binance is not available in your region. What follows is not a centralized exchange โ it is a different kind of product that you can use:

๐ Binance Web3
A self-custody wallet inside the Binance app; swaps route through on-chain DEX aggregation, not an exchange account
Bind via our link and wallet swap fees drop 30%. On-chain gas and slippage are not covered by the discount.
You must already be a verified Binance user to create a Binance Wallet (official FAQ Q13); wallet referrals and exchange referrals are two separate systems. Zero-fee pairs such as stablecoin swaps generate no rebatable fee.
Regulatory optimism, three different price paths
The CLARITY Act's 2026 passage odds rose to 30%, and the reaction across Binance equity perpetual contracts was not uniform. COINUSDT gained 0.93% this week, MSTRUSDT gained 2.85%, and HOODUSDT fell 0.28%. The three track different businesses, so a clearer regulatory path does not hit them the same way. What matters for contract traders is not the headline itself but whether price found a direction and whether that direction survived the intraday swings.

Three days tell the story. On 2026-09-14 all three moved up together: COINUSDT went from 171.97 to 187.65, up 9.12%, MSTRUSDT rose 4.37%, HOODUSDT rose 4.23%. The next day everything gave it back. On 2026-09-15 COINUSDT fell from 187.65 to 171.17, down 8.78%, MSTRUSDT dropped 4.32%, HOODUSDT dropped 4.48%. On 2026-09-16 COINUSDT fell another 2.76% to close at 166.43, the week's lowest close, while MSTRUSDT slipped only 0.57% and HOODUSDT fell 3.03%. The final two sessions brought small gains, but none reclaimed the 09-14 high. The headline supplied sentiment; the tape supplied volatility.
Against 32 and 33 weekly samples, this week does not rank
COINUSDT has 32 weekly samples, and 13 weeks were stronger than this one. The week of 2026-04-13 ran from 165.71 to 201.21, up 21.42%; 2026-06-29 ran from 149.07 to 174.48, up 17.05%; 2026-08-17 ran from 149.28 to 188.36, up 26.18%. MSTRUSDT also has 32 weekly samples with 12 stronger weeks: 2026-04-13 ran from 126.82 to 162.83, up 28.39%; 2026-06-29 ran from 82.37 to 107.3, up 30.27%; 2026-08-17 ran from 93.83 to 120.7, up 28.64%. HOODUSDT has 33 weekly samples with 12 stronger weeks: 2026-04-13 ran from 68.82 to 89.92, up 30.66%; 2026-05-25 ran from 75.03 to 95.68, up 27.52%; 2026-08-31 ran from 104.94 to 126.57, up 20.61%. Place this week's 0.93%, 2.85% and -0.28% beside those figures and the ranking is obvious.
What popular Square posts say
Popular posts on Square argue (relayed, not this site's view) that the CLARITY Act's odds rising to 30% means US crypto regulation is becoming clearer, and that platforms with defined compliance paths and treasury-holding companies benefit first, which puts COIN and MSTR on watchlists. Other posts caution that odds moving up from a low base does not mean the bill passes, and that 30% itself shows uncertainty still dominates, with news-driven moves often finishing within days. Some single out HOODUSDT, arguing the brokerage channel's crypto exposure is underrated, though its weekly line fell 0.28% and the tape has not confirmed it. These are opinions, not established facts.
Three things to settle first
Gaps and intraday reversals are normal here. COINUSDT rose 9.12% on 2026-09-14 and fell 8.78% on 2026-09-15; entering based only on the first close means facing a completely different structure the next morning. These equity contracts trade around the clock on Binance while the underlying stock market has closed sessions, so prices move first during off-hours and reprice when the cash market opens. That time gap is itself a risk.
High leverage magnifies that volatility beyond what most accounts can absorb. COINUSDT printed 9.12% and -8.78% in a single week, MSTRUSDT 4.37% and -4.32%, HOODUSDT 4.23% and -4.48%. Held with high leverage, one adverse move can force a reduction and the rebound afterwards no longer belongs to you. Funding fees also keep draining the account while price goes nowhere, and the longer the hold, the more visible that cost becomes.
The best week is only obvious in hindsight. During the week of 2026-08-17, COINUSDT rose 26.18%, MSTRUSDT 28.64% and HOODUSDT 13.99%, and nobody knew it was the peak at the time. The CLARITY Act's odds will keep changing, 30% today and something else tomorrow; using a shifting probability to justify a position is a weak foundation.
Know the cost before the direction
The default maker fee on Binance contracts is 0.02% and the default taker fee is 0.05%. After a 20% rebate, the effective maker fee is 0.016% and the effective taker fee is 0.04%. All three are USDT-margined equity perpetuals trading around the clock, and fees are charged on notional, so active intraday trading eats into an already thin edge.
