The one-sentence answer

Among the four major exchanges, only Binance (P2P Shield Merchant) and OKX (Frozen-Card Compensation Merchants) have a frozen-bank-card compensation program - and both protect only the party selling crypto and receiving fiat; both require a judicial freeze lasting over 6 months (Binance) / 180 days (OKX); and the money comes from the merchant's security deposit, not from the platform. Bybit and Bitget have no frozen-card compensation at all.

Data basis: every figure below was verified word-by-word against official exchange pages (sources and their update dates listed at the end), checked on 2026-08-26. Terms change - the current official page always governs.

Three widely misunderstood facts

1. Sellers are covered, buyers are not. Both existing programs compensate the party who sold crypto and received fiat into an account that later got judicially frozen. If you paid money to buy crypto and your payment account got frozen, no program covers you. (A real YouTube comment we collected asked exactly this - whether the platform refunds the buyer. The answer is no.)

2. The bar is a judicial freeze of 6+ months / 180+ days - not "frozen means compensated". Both programs explicitly exclude protective holds, emergency stops, non-judicial freezes, and any freeze released within 30 days. Bank risk-control holds do not qualify.

3. The money comes from the merchant's deposit, not the platform. OKX's announcement mentions "platform funds support", but its binding merchant rules state the amount is deducted from the merchant's security deposit, "until the deposit is exhausted". Binance Shield works the same way - so every cap is also bounded by the merchant's remaining deposit.

The comparison (official figures only)

ExchangeProgramRatio & capMerchant thresholdKey conditions
Binance✅ P2P Shield Merchant≤1,000 USDT: 100% (cap 1,000); above that: 10% of the excess, total cap 3,000 USDT. Official example: a 30,000 USDT order = 1,000 + 2,900 = 3,900, capped at 3,00030,000 USDT deposit; 90+ days certified; ≥1,000 counterpartiesJudicial freeze over 6 months; apply within 30 days of order completion; merchant pays within 10 working days; platform does not collect evidence for you
OKX✅ Frozen-card compensation (Certified / Diamond)≤500 USDT: 100%; above 500, Certified: 20% (cap 2,000); Diamond: 100%, cap 30,000 USDT per order; total bounded by the merchant deposit≥30,000 USDT deposit; 180+ days certified; ≥3,000 users servedJudicial freeze over 180 days; apply within 30 days, evidence within another 30; merchant pays within 30 working days; platform does not collect evidence
Bybit❌ NoneNo frozen-card clause; deposits cover order disputes only-Appeals within 5 calendar days of order closure; the official guidance for frozen cards is "you need to consult your bank", with an explicit "No 100% Guarantee"
Bitget❌ NoneNone; the Trust Merchant program is Africa-only, 10 seats, a badge with zero compensation-Official wording: "Bitget is not liable for any loss"

Two funds people wrongly count on: Binance SAFU only covers losses from credential leaks caused by Binance system/security flaws - not frozen cards. Bitget's Protection Fund is likewise a cybersecurity fund whose pages never mention P2P.

One regional caveat: Binance Shield figures differ by region - this article uses the Traditional-Chinese page (updated 2025-09-15); the MENA page (updated 2026-08-25) states a 2,000 USD cap and a 10,000 USDT deposit. The two sets must not be merged; your region's page governs.

Before, during, after

Before - pick the right counterparty. A compensation badge does not mean "no freezes"; it means a deposit-backed promise written into official terms. On Binance C2C that is the Shield badge; on OKX, Certified/Diamond compensation merchants.

During - keep evidence. Both platforms state they do not collect evidence for you. Binance's official appeal checklist (updated 2026-04-27): an identity-verification video (≤30MB), a payment-proof video recorded on a separate device with no editing, bank statements for the last 3 months showing your full name and card number (first 6 / last 4 digits), and up to 10 linked orders.

After - call your bank first, not the platform. In OKX's official six-step flow, the step right after discovering a freeze is contacting your bank to confirm whether it is a judicial freeze and for how long - because only judicial freezes qualify, and only the bank can tell you. Then file within the 30-day window; late applications are rejected outright.

Also note OKX's risk-control rules (updated 2026-08-06): T+1 orders cannot be appealed; during an observation period C2C, withdrawals, OKPay, Earn, loans and sub-account transfers are restricted, while spot and futures trading are not.

Claims you should not believe

  • "There are freeze-proof payment channels." There are not. Anyone promising this is the biggest risk in the room.
  • "The platform compensates 100%." See the caps above - and every cap is bounded by the merchant's remaining deposit.
  • "SAFU's billion-dollar fund covers frozen cards." Its official definition does not.
  • "Just contact platform support first." The first step is your bank - the appeal runs on a judicial-freeze certificate, not on your description.
